A Fishin' Lakitu is a variant of Lakitu found throughout the Mario series.
Fishin' Lakitu are a variant of Lakitu that Mario (or Baby Mario) encounters in Super Mario World, Super Mario World 2: Yoshi's Island, Yoshi's Island: Super Mario Advance 3, and Yoshi's New Island. In the former, instead of raining Spinies down upon Mario, the enemy hovers above its target, dangling a 1-Up Mushroom at the end of a fishing pole. Should Mario grab this bait, the Fishin' Lakitu speeds up and throws Spiny Eggs. If the player defeats a Fishin' Lakitu, it will only throw Spinies after it respawns. In Super Mario World 2: Yoshi's Island, they are present in Hookbill The Koopa's Castle, where they attempt to steal Baby Mario from Yoshi's back with a baitless fishing pole ending in a hook. If they snatch Baby Mario, the Countdown Timer will initiate the countdown. However, these Fishin' Lakitus fly away from Yoshi with their catch, making it harder to save him.

The first appearance of Fishin' Lakitu. Only one appears in this game, in Forest of Illusion 4. In this game, the Fishin' Lakitu dangles a 1-Up Mushroom from a fishing pole; should Mario grab the mushroom, it becomes a normal Lakitu and throws Spinies at Mario. Mario can defeat it the same way he can a normal Lakitu. It will respawn as a normal Lakitu from there on in.

Fishin' Lakitu's pole is now one of Lakitu's major characteristics in various Mario spin-off games ranging from basketball to go-kart racing. In the Mario Kart series, for example, Lakitu carries his starting light and various signs, and rescues racers on the pole. A Fishin' Lakitu-based business (Lakitu Travel) even made an appearance in Mario & Luigi: Partners in Time.
This game also introduces the similar Fishing Boos. Fishin' Lakitus, or any of SMW's other Lakitu variants for that matter, do not appear in Super Mario Maker.

A Fishin' Lakitu makes a cameo appearance in the background of the Yoshi's Island stage of Super Smash Bros. Melee and its version as a Past Stage in Super Smash Bros. Brawl. Also, in Brawl, one appears as a [[Sticker (Super Smash Bros. No Fishin' Lakitus appear in Super Mario 64 outright; however, the Lakitu Bros., who have fishing poles with cameras on them, appear in the game as cameramen and exist mostly to explain how the camera works. The Lakitu Bros. are not used in future 3D Mario games for this purpose.

Non-hostile Fishin' Lakitus appear in Super Mario Odyssey, where they are simply referred to as Lakitus. When Mario captures one with Cappy, he can use its fishing rod to fish in ponds, allowing him to receive Power Moons from fishing the largest Cheep Cheep. A Fishin' Lakitu can be found frozen in a glacier next to the Desert Oasis in the Sand Kingdom, and can be captured when unfrozen. In Bowser's Kingdom, a Power Moon can be earned by fishing Poochy.

In this game, whenever the player wants to scan an E-Reader card, a Fishin' Lakitu will appear to whisk Mario away from wherever on the map he's on. This Lakitu has a slightly different appearance from the enemy Lakitus found in levels.

The Fishing Boo is the Fishin' Lakitu's undead equivalent. Rather than an extra life, it dangles a deadly blue flame from its fishing rod.
He goes unused in PAL versions due to all E-Reader content being dummied out. He also goes unused in Virtual Console releases due to all E-Reader content being unlocked by default.

Fishin' Lakitus (referred to simply as "Lakitus") return in Super Mario Odyssey, where Mario can use Cappy to control them. They appear in Sand Kingdom, Lake Kingdom, Snow Kingdom, and Bowser's Kingdom, and generally do not appear until all the main story Power Moons have been collected for a kingdom (most notably, the Sand Kingdom's Lakitu is frozen). Mario must capture the Lakitu and fish for the biggest Cheep Cheep in the water in order to get a Power Moon. In the Sand Kingdom, Mario must also fish Captain Toad out of sand, while in Bowser's Kingdom, he must fish for Poochy in purple sludge.

Mario Kart series
A single, unnamed Lakitu appears throughout the Mario Kart series, billed in Super Mario Karts instruction manual as the owner of all the tracks. He uses his fishing pole to hold the starting lights (except in Mario Kart DS) and fish out racers who fall off the track. The action of falling off a track and being fished out incurs a considerable loss of time and often position, and in Super Mario Kart, Mario Kart: Super Circuit, Mario Kart 7, and Mario Kart 8, he also charges up to three coins for fishing out a racer; however, if a racer does not have enough coins, he fishes out the racer anyway.
Starting with Mario Kart: Double Dash!!, he uses his pole to show the lap count as well as a U-turn sign when a driver is going the wrong way. In Mario Kart 8, after about five seconds, he will also flip a driver so that they go in the right direction again.

Double Dash has an intro gag regarding the Fishin' Lakitu: he normally appears holding the starting light, but may sometimes appear with a Cheep Cheep, which may be so big it falls off the hook.

History

Super Mario series

Super Mario World

The first appearance of Fishin' Lakitu. Only one appears in this game, in Forest of Illusion 4. In this game, the Fishin' Lakitu dangles a 1-Up Mushroom from a fishing pole; should Mario grab the mushroom, it becomes a normal Lakitu and throws Spinies at Mario.
