Oogtar is a cave boy resident of Dome City in Dinosaur World. He sometimes causes trouble and appears exclusively in the Super Mario World television series. He wears a green leopard skin with orange spots and has blond hair. He acts as a replacement for Toad in the show and is voiced by John Stocker, who also voiced Toad.

His first appearance was "Ghosts R Us". Yoshi meets him in the Enchanted Forest after Mario, Luigi, and Princess Toadstool are kidnapped by the Magikoopa Wizenheimer. Oogtar aids Yoshi in rescuing the three.

He has also appeared in other episodes like "Party Line" and "Rock TV". Three episodes which prominently feature Oogtar are "The Night Before Cave Christmas" and "A Little Learning" and the one above, "Ghosts 'R' Us". He appears in other episodes as well, but not as a significant character. However in "Rock TV", it's revealed that Oogtar has a sister and parents.

He commonly speaks in broken sentences stereotypical of cavemen. An example of this is "Looky-do, come see!" Some of his dialogue resembles beatnik slang.
