Billy is a character in NES Open Tournament Golf. He is a human and a non-playable professionally ranked golfer faced in match play. Billy has a higher difficulty level than any of the other characters. Billy is an older man, evidenced from his white hair, and he wears a sleeveless black shirt, white pants, and black shoes. He is very tall and muscular. In his artwork, Billy is shown to have blue eyes and navy shoes.

Billy appears in the Super Mario World! Mario Open Golf volume of the Super Mario Kodansha manga, depicted as a literal giant. He is shown to be a hyper-competitive pro-golfer who uses superhuman strength to try to win a golf tournament hosted by Mr. K. His special skill is the Hurricane Shot, which lets him summon a literal hurricane by swinging the ball fast enough. When he tries to surpass Super Mario's typhoon, he ends up tearing a muscle during the competition and he is carried to the hospital. After waking back up, he aids Mario in the UK Course by summoning another tornado from the hospital to the Golf Club. Like his friend Tony, he tries to flirt with Peach by showing off his muscles, but differently from Tony, he does not consider Daisy as cute as Peach and for that gets punished by both her and Luigi.

Billy reappears in one of the 4-koma of Super Mario Bros. 4: Super Mario World 6, where his height causes problems during attendance in elementary school.

He also reappears with Tony as kindergarten students in Super Mario Bros. 4: Super Mario World 7, complaining to Yoshi on how he is scaring their teacher, beating him with golf clubs. They reappear as kindergarteners in Super Mario Kart 2, where they take part in the sports day event of their school and complain to Yoshi again after he eats their cookies.

In Super Mario USA, Wart disguises as Billy to lure Peach and Kinoppe elsewhere to kidnap them.
