Tempest Layer is the tenth layer in the Underground World of Donkey Kong Bananza, occupying sublayers 900 to 903. This layer is populated by elephants. It is home to the Elephant Elder, who resides at Sublayer 900 within Forecaster Refuge.

It is also home to the Singing Blusterwing, a legendary bird-like creature who has the ability to control the weather. A Mind-Bender Mask, created by the Void Company, has corrupted it into the Sinister Blusterwing; it then features as a reoccurring boss while traveling throughout the layer, being fought a total of three times.

The layer is made primarily of blue and gray stone, much of which is shaped like the heads, trunks, and tusks of elephants, along with a large amount of full-body stone formations resembling real-world elephants. Windsocks and flags are scattered throughout sublayers 900 and 902. Lava features abundantly in all four sublayers, and it is always raining in sublayers 900 and 902, the latter of which also features lightning as a hazard. Both these sublayers also have a number of tornadoes.
