The special move, Star Storm from Paper Mario.

Star Storm is a special move found in Paper Mario. When Mario rescues the Star Spirit, Skolar, Skolar thanks Mario and gives the special move to him. When this special move is used, stars rain down on each of the enemies Mario is facing, causing seven points of damage each.

Star Storm is similar to the Shooting Star item, even with the same animation, although it deals slightly more damage. The move costs two SP to use.
