Elite Chuck Guys are a stronger version of the regular Chuck Guys, appearing in Mario & Luigi: Superstar Saga. They can be found in Guffawha Ruins. In the original game, they were simply called Chuck Guys just like their weaker counterparts. It wasn't until the remake, Mario & Luigi: Superstar Saga + Bowser's Minions, that they were given their own name to distinguish the two separate species.
