The Cobalt Base is a location from Paper Mario: Color Splash. The path leading here is unlocked after getting the Blue Mini Paint Star from Sacred Forest, and unlocks a path leading to Fort Cobalt. The entire level is devoted to the Snifit or Whiffit game show. The Instant Camera thing can be found here.

Hidden near the entrance of the base is the Informant Snifit, who sells Mario various decks of Battle Cards. Mario must peel the Bowser Tape off the door and enter. A Mini Paint Star floats ahead, but a trapdoor drops Mario down into a watery area with a Warp Pipe before he can get it. By entering the pipe, Mario and Huey end up in a bubble and are welcomed to Snifit or Whiffit: Seabed Edition.
Host Snifit explains the rules: Mario must get four of seven questions correct to earn the Mini Paint Star. If he gets all seven correct, he is invited to play a three-question bonus round, which wins him the Instant Camera Thing. To answer the questions, Mario must use his own supply of cards and paint.
