Kinoko no Sei is a disguise Bowser assumes in Part 2 of Super Mario Bros. 4: Super Mario World 1, specifically in the second to last story about the secret exit in Donut Secret 1. He is dressed like an anthropomorphic small mushroom with a skirt with suspenders, with his real face and tail shown in full, to the point where the heroes do not take him seriously.

After they find the secret exit in Donut Plains 1, Mario, Luigi, Peach and Yoshi see a new course appearing in the lake. Kinoko no Sei then appears, insisting they do not go there, but he gets ignored.

Later, when they get the key, Kinoko no Sei still insists they go for the regular exit and leave the keyhole alone.

After clearing the Donut Secret House, the heroes go towards Donut Secret 2, passing through the perch in the Valley of Bowser and having a sneak peek at the last area. Bowser gets so frustrated that he breaks his costume and yells at the heroes to continue and stop being mesmerized by the view he wanted to keep secret.
