Mario is required to retrieve it in Bowser's Snow Fort during the minecart ride by flipping the Diagonal Rail, then entering the area with two Shy Guys, two Bob-ombs, and an Ice Bro, then checking the left hole to obtain it.
Mario must then keep moving across the rail, then place the Mine-Cart Exit just before the 270-degree loop, allowing him to progress to Mizzter Blizzard.
