It has four blocks on it, symbolizing that when all four bros. are on top of it, it will go into the ground, and open up any passageways or make any changes. They are found throughout the game, in every level. It has one variation, the very rare [[Yellow Switch]].

Blue Switches are one-time use switches that activate an important change in the environment, such as a bridge being built or a staircase appearing. If one is present in the environment, it is needed to be jumped on to move on through the level.

4-Person Panel from Mario & Luigi: Partners in Time

A 4-Person Panel,[1] also referred to as blue switch[2] or 4-minion switch in Bowser's Castle, is an object in Mario & Luigi: Partners in Time. It is a panel found in areas throughout the game, and all party members must stand on it in order to open nearby gates. Blue Warp Pipes sporting the same four-square image as the 2-Person Panel also exist, and require all party members to stand on them in order to progress. The 4-Person Panel has a rarer yellow variation which functions similarly, except only either Mario and Luigi or Baby Mario and Baby Luigi need to stand on it in order to activate it.
