After saving the 8 Paper Toads in Peach's Castle, they and Toadette make the Copy Block and give it to Starlow. Afterwards, while battling with the Sunbeam Plains Paper Goomba, Paper Mario floats in to the battlefield and Starlow gives him the Copy Block.
