They are a species of Shy Guy that throws an infinite amount of bombs in the direction of Yoshi. Bomb Guys are completely stationary and usually found on Yoshi's path or on top of a Shy Guy tower. In the boss fight with Naval Piranha, Bomb Guys appear out of pipes in the background and throw bombs at the player in the foreground.
