The following item probability distributions are used by version 1.1 of Mario Kart 7 to determine the probability of obtaining a certain item when an Item Box is opened[1][2]. Such a probability is coded as a percentage multiplied by two. Text directly derived from in-game data is reported in italics.
Races
During races, the item probability distribution is chosen depending on the current position in the ranking at the moment the Item Box is opened.

Battle Mode
During battles, the item probability distribution is chosen depending on the point difference from the player(s) in first place at the moment the Item Box is opened. There are three possible cases, and the criteria to reach each case are not reported alongside the distributions in the in-game data. The item probability distributions used for Balloon Battles are the same used for Coin Runners battles.

Special cases
These item probability distributions are used in special cases.
Decided
These item probability distributions are rather simplified with respect to the ones used in races and battles without specific items. Since the first one corresponds to the distribution of the special item box in DS DK Pass, it is possible that at least some of them are related to special item boxes.
Title screen item probability distributions
These item probability distributions are used in the demonstrations of the gameplay shown while waiting in the title screen. Judging by the headers used, they seem to be each assigned to a particular driver controlled by the software rather than being dependent on the current position on the ranking.
