The Star Key is an item obtained by defeating Gloomtail in the Palace of Shadow in Paper Mario: The Thousand-Year Door. This makes the eight pedestals appear in the top floor of the building where Mario must solve eight riddles, each with a blue Palace Key. Getting all eight Palace Keys will unlock the secret path to the Shadow Queen's throne room.
