Mask Koopas from Super Mario Advance 2.

Mask Koopas are Koopas that wear bizarre Mario mask after the player beats the Special World in Super Mario World. The masks resemble Mario and Luigi.

As seen in a cut scene in Super Mario Advance 2, they apparently got the masks when Luigi was throwing the masks down from a balloon. They Koopas were missing their shells, so they decided to take these masks to replace the shells. The masks will come off when pounded, and can be thrown at enemies, just like a shell.

Mask Koopas act no differently from a basic Koopa Troopa, and have yet to appear in any other game besides Super Mario World, excluding remakes.
