Tokugawa Tsunayoshi (23 February 1646 — 19 February 1709) was the fifth shogun of the Tokugawa dynasty of Edo period Japan, famously known as the "dog shogun" for his extreme animal protection laws, the「生類憐みの令」(Shōruiawareminorei, "edicts on compassion for living things"), which instituted policies for the protection of dogs and other domestic pets (which also included building shelters for the strays), and violators would suffer terrible punishments, even the death penalty. Despite that, Japan flourished both economically and culturally under his reign. In the Super Mario Kodansha manga, he appears as one of Yoshi's ancestors (as a nod to his name) in the third chapter of "Time Traveler" storyline, acting as a minor antagonist. He appears as a Yoshi in typical traditional Japanese clothing, with a short fu-manchu mustache, and hair tied in a chonmage.

While fighting in the Time Machine, Mario and Bowser, along with Chibi Peach, crash in 1687 Japan (the same year the animal edicts were instituted), right in Tsunayoshi's palace. Treating them as assailants, Tsunayoshi arrests them all, but Bowser offers him a berries he stole from the Geronimo Yoshi's tribe. Finding the berries excusite, Tsunayoshi releases Bowser and Chibi Peach, while Mario is thrown in prison with Mario Gennai and his daughter, previously imprisoned for opposing the strict animal edicts punishments. Bowser is able to corrupt Tsunayoshi with the berries and has the go-ahead to change the animal laws. He decides to tweak the rule so that only turtles are protected by the law, with the same heavy repercussions. This change clears the punishment from previous transgressors, and Mario, Mario Gennai, and his daughter are released, but soon after, Bowser makes sure people idolize his species by forcing people to wear shells, selling them at heavy prices and, of course, punishing who does not obey. Like that, Bowser becomes rich and builds his own palace, keeping his promise to Chibi Peach that he would marry her once he builds her a new palace. With the help of Tsunayoshi, Bowser organizes the wedding (ensuring the shogun he will use the 20-bai Spray to make her grow to a legal age).

Meanwhile, Mario, Luigi, and Mario Gennai disguise themselves as the legendary hero Mito Kōmon and his bodyguards Suke-san and Kaku-san and use the former's seal to stop the wedding. Tsunayoshi orders his guards to arrest them, but upon seeing the seal, the guards disobey, claiming that seal holds more power than him. In the confusion, Bowser uses the 20-bai Spray on Chibi Peach, but instead of growing in age, she grows in size and breaks the castle, and Tsunayoshi is crushed by the debris, exiting the scene and the remainder of the chapter.
