Minister Crepe
From the Super Mario Wiki
Minister Crepe is the one who sent Luigi the letter about the Waffle Kingdoms troubles in Paper Mario: The Thousand-Year Door. He is never actually seen in the game but he is talked about by Luigi and in his book series: Super Luigi.
He is also the one who transformed the Chestnut King into a monster and he was the Final Boss Luigi faced.
