Minister Crepe
From the Super Mario Wiki
Minister Crepe is the one who sent Luigi the letter about the Waffle Kingdoms troubles in Paper Mario: The Thousand-Year Door. He is never actually seen in the game but he is talked about by Luigi and in his book series, Super Luigi.
He is also the one who transformed the Chestnut King into a monster and he was the Final Boss Luigi faced.
