Can the background be green, the text This user is friends with with Greentoad be blue, the background be green, and could you make a picture of a toad and a chain chomp combined? Thanks! Regarding one of your recent reversions

On Template:News you reverted an editor's reversion with the summary "no undoing administrative edits". If users have a good faith explanation to revert edits regardless of who made it, why can they not revert it? Is there a link to the guideline/essay/policy regarding this?
