All sources released for the game from articles and official game descriptions including the game itself names this character as "Toad". In the character selection screen, this Toad is named as "Toad", and not "Blue Toad" as the NSMB games have. Additionally, the game's throwback to SMB2 would imply that this Toad is Toad with blue references to his SMB2 sprite. :The Toad in SMB2 may be Toad with blue spots, but the playable Toad is definitely Blue Toad. And clearer videos like IGN's E3 walkthrough have World 4-2 and you can see the Toad Brigade Captain in the last pipe before the flagpole.
