Make all nominations use GMT[edit]

Use GMT 10-0
I have become aware that for (un)featuring nominations we use EST (rather than GMT (aka UTC), like we do for proposals and most other things). I think that we should use GMT instead to make these (un)feature nominations more consistent with the wiki. The wiki uses GMT as its server time (as seen at the "Appearance” tab at "Preferences") so it would make sense to use that for everything on our wiki.

- Camwoodstock (talk) Our Featured Article nomination process is pretty dang antiquated, in plenty of ways (if the mere existence of a "removal of opposes" system, let alone the fact it's necessary at all since votes for nomination need to be literally unanimous didn't give it away), and we feel like that's part of why we've had so few nominations in an otherwise busy year for user voting. We'd like to see a fuller renovation, but this is at least a good start by giving a proper, consistent deadline for things.

- @Power Flotzo, well I think that using EST for (un)featuring nominations while our server time (and proposals, like this one) use(s) GMT, creates inconsistency.

Slight timezone issue[edit]
I just found out in order for this recently passed proposal to be fulfilled properly, the first option in this proposal about the timezones in signatures might need to win, and the wiki's local timezone has to be set to GMT and match the server time. That's because nomination notice templates such as {{UNFANOMSTAT}} require the nominated parameter to be filled in with five tildes (~~~~~), as seen here.
Now of course, there's an alternative way, by instead replacing the five tildes with {{subst:#time: H:i, j F Y}} (GMT), basically kinda like how the proposals do it; this requires the assistance of admins to edit the relevant MediaWiki pages.

- @Arend My original intend was for the first option to win but since so many people started to support it, I made an half-support option that seemed to suit everyone (including the opposers) best. But I still don't think the opposers really realize why the main support option should actually win (and why using GMT is better than EST).

- Regardless of which option wins, I feel like the admins should at the very least edit Template:Preload/fa and Template:Preload/unfa (although the latter page is unprotected for some reason?), so that the five tilde thing or whatever preset is included for the
nominatedparameter, is replaced with<includeonly>{{subst:#time: H:i, j F Y}} (GMT)</includeonly>, so that it can at least comply with the above proposal without too much trouble.
