This has been nagging at me for quite a long while at this point, since before the game was even released.
This is just not an arrangement of "Yoshis on the Beach", they are just both arrangements of "Yoshi's Song" with Bossa Nova elements, none of the melodic content exclusive to "Yoshis on the Beach" is actually present in the arrangement from Mario Kart World. Take for example, the B section, the B section featured in "Yoshis on the Beach" is largely original (or at least so changed I can't hear any similarities). The only part shared with "Yoshi's Song" during this section is the very ending part of the melody, look at this when compared to "Yoshi's Song (Bossa Nova ver.)", which uses a direct and obvious quote from "Yoshi's Song" throughout the entirety of the section. There are other minor differences, but getting into them would take too much time for a low-stakes proposal. Then there's obviously the title, which directly says this is an arrangement of "Yoshi's Song", and not "Yoshis on the Beach".
Due to all of this I personally believe all info relevant to "Yoshi's Song (Bossa Nova ver.)" should be moved to the page for "Yoshi's Song". Honestly don't even know if this needs a proposal, but I think it's better to be safe and look kinda dumb than make a change which may cause problems.
