The hat that she wears is known as a "Fat Boy 70's Style Disco Hat" which was commonly worn by black women in the 1970's. This fact can be a logical explanation to Kylie Koopa's personality and the way she speaks.

"Why does everything always come up lemons?"
-Kylie Koopa, Mario & Luigi: Partners in Time

Kylie Koopa is a pink-shelled Koopa who appeared in the game Mario & Luigi: Partners in Time. She works as a photojournalist for the Koopa Kronicle, which is most likely a news organization in the Mushroom Kingdom of the past. As a reporter that is always on the lookout for "The Big Scoop", she has a ritzy personality, uses slang when she talks, and likes to take lots and lots of pictures with her camera. She is turned into a Shroob mushroom by the Elder Shrooboid late in the game, but is revived when E. Gadd spreads baby tears, the healing ingredient, around the Mushroom Kingdom of the past.

Interestingly one of the Toads in Princess Peach's Castle mentions having read a book called "Fungicide: The Epic Battle for the Mushroom Kingdom", the book was authored by Kylie.
