Normally, I'd move this to the List of Implied Characters, but I think the implied "Croacus" characters should be fused into some sort of article, like how Merlight, Merlimbis and Merloo were merged into the Tribe of Ancients article. Hello, I'm Time Turner.

I would agree, but I'm not sure if the Floro Sapien line of rulers is notable enough to merit such a page. We only did it for the Four Sages because, though three are only implied, all are essentially one of the very reasons the events of Super Paper Mario take place. If a game on Christian mythology were made, of course we'd cover Moses or other early Hebrew leaders even if they didn't make an exact appearance; they'd simply be too relevant to the current plot. Each of the Sages also have corresponding images and detailed Tippi information.

My biggest issue in merging the Floro Sapien rulers is this: where exactly would we merge them? I would say under "Floro Kingdom", but as it turns out that subject is implied as well. And we can't put them under Floro Sapien, because we don't list the Goomba King under Goomba, which we would have to if we were to be consistent. I could go either way on this, so it's up to you.
