A Preying Manta.

A Preying Mantas is a Jellyfish found in the waters in Super Mario World 2: Yoshi's Island. They move up and down in a small area, and therefore do not pose much of a threat to the Yoshis. The Yoshis can only attack them when in submarine mode; they are also only encountered while in this form.

It is possible that the Preying Manta are related to the salt-water dwelling Jellyfish from Yoshi's Story.
