Proposals
It's great you want to take part in proposals, but the rules say that users must be autoconfirmed first - meaning you need to have made at least ten edits to normal pages, and have had your account for at least a week. They do this so no one cheats by making new accounts to vote for the same option repeatedly. Thank you for understanding, and I hope this doesn't discourage you.
