The only official Roulette Box I know is that random item box from New Super Mario Bros. Toad's sprite in Excitebike: Bun Bun Mario Battle wow it's Kiryu (TC)
I know what this article is taking about, and I'm sure Nintendo Power gave a name for it. Hello, I'm Time Turner.

Ok, there are two pages for the same thing, but the official name according to Nintendo Power is Roulette Box.
