it shouldn't be a "Category:Notice Templates" it should be a "Category:User Notices" I wish i could edit it but it is protected.

Why do so many users put down block|length=indefinitely. You don't have to put that down if the user is blocked forever you can just put down block |reason vandalism as it will automatically put indefinitely if no timestamp is chosen.
