For your question about deleting userpages, only sysops can delete pages. If you think something needs to be deleted ask a sysop. Fawfulfury65
- Why can sysops delete pages? Well, if there are articles made by vandals that are unnecessary or really bad articles, they have to be deleted. Fawfulfury65
