Suggestions for changes

I suggest the following two changes for this template:

• Swap the link and name parameters so that it matches {{TPP archive}}; that would make converting an {{Ongoing TPP}} into a {{TPP archive}} easier.
• Hardcode “, 23:59 GMT” into the template itself since all deadlines end at 23:59 GMT anyway.

With those two changes, calling the template would look like this:

{{ongoing TPP|Talk:Stump#Merge Post with Stump|Merge Post with Stump|Wildgoosespeeder|March 3, 2017}}
