Isn't this just a cropped pic of the Yoob artwork and then flipped around?--FREAK ~Game Freak~ OUT!

It doesn't look cropped; it's nice and big compared to the other one. And if it were cropped, we can see it looked like it looked cropped.

But I'm not 100% sure.

But you should compare it to the Yoob image. It's all nice and big, not ugly-looking as if someone just enlarged it. It looks like it's separate artwork.
