Yes. It is official. I just got the latest issue of Nintendo Power yesterday and it refers to the form as Ice Mario. --King Boo 18:34, 2 November 2007 (EDT)
Baby Mario & Luigi?
I just saw that under what it says who uses the item, it shows Baby Mario and Baby Luigi. I never have seen a moment when those two characters used the Ice Flower ever in the Mario series. Superjustin 15:18, 19 May 2010 (EDT)
In Mario & Luigi Partners in Time the Ice Flower is a bros item and can be used by all four brothers. That includes Baby Mario and Baby Luigi.
