A Patroller is a user who is given blocking, rollbacking, and patrolling rights.
Rollbacking allows reverting edits to become easier. Patrollers can simply click the rollback button in the history page, rather than undoing the edit. This feature make fighting vandalism more effective.
Patrollers were established on April 15th, 2007 in order to counter vandalism that has been becoming more constant as the Wiki becomes more popular. They can be considered an in-between of users and Sysops and are chosen by Bureaucrats for a) activeness and b) trust.
