I think it's safe to say that they're the same character, and remember, if NoA tampers with it, he technically wasn't demoted. ::::::Plus, the only big difference in his design is the white mustache. He could have simply gotten older by Paper Mario. Remember, there are actually a lot more references to Super Mario RPG that got lost in translation either due to separate translators or legal reasons, so I think it's safe to say it's meant to be the same character.
