been awhile since I've played the game, and since I've put that there, but that is exactly how it happened. done it once or twice, when the state of the plaza with the plants show up I was trying to do all of Bianco Hills, and when I got my next shine and returned to the plaza, the next plaza state was up with the boathouse resurfaced with the portal active, and the same thing happened to the lighthouse when it's event came around. If I recall this was on the original Gamecube version as well. Not sure if it has to be an uncollected shine, or one already obtained will suffice. But that is how it happened, I know for a fact I did not fight those Pirhana plants.
