This is very clear to me this is just an iteration of the [[Fire Mario]] form for the ''Mario vs. Donkey Kong'' series. Also, an image of Fire Mini Mario is already on the smaller gallery of the main article (and it seems natural to be there), and the Fire Mario article makes mention of the form in the list of appearances. I don't see a need for this to be awkwardly split from the Fire Mario page.
