Been playing the game, and I got to chapter 5-1. I said no, and was able to find Tuff. What's interesting is that there is another Tuff near the TV, which is the fan of Flint Cragley. And yes, this is at the same time. The Tuff that guards the door lost his family when they were taken. Also, this Tuff is never seen again even after the Cragnons are set free and even after the player says yes. Yet Cragley fan Tuff tattle never mentions his lost family.
