A patroller is a user who is given blocking, rollbacking and patrolling rights.
Patrollers were established on April 15th, 2007 in order to counter vandalism that has been becoming more constant as the wiki becomes more popular. They can be considered an in-between of users and sysops and are chosen by bureaucrats for a) activeness and b) trust.
A user can be promoted immediately to sysop and never be a patroller. The two roles are considered entirely separate as far as promotion goes, but work together to block vandals and "patrol" recent changes.
