Room beneath the Toad Town port?

Strange... The last Area Tattle for Toad Town says there's a room beneath the Toad Town port, but I can't seem to find it! Anybody knows how to get there? - Mr. Br Mario

Go on the dock near the lake with Sushi and swim over to the island with a pipe.
