Flashes are elemental ghosts, a sub-species of the Purple Puncher, in Luigi's Mansion. They appear in the Treasure Room and on the Roof. Protecting the hearts of these ghouls is a block of ice. Luigi must melt them by capturing a Fire Elemental Ghost and spitting fire at the ghost. Then the there hearts will be vulnerable to the Poltergust 3000.
