Mega Recover was a more powerful version of the Healing Magic Attack Recover, hence the 'Mega'. This too, was a Healing Magic Attack, and could be used by the Toadstool Clone, Axem Pink and her Machine Made clone, Chester, Orbison and Countdown. This obviously had no protection as it was a self-used-upon attack. This attack was featured in Super Mario RPG: Legend of the Seven Stars.
