b. Signifies moderate results (mild clapping, moderate character reaction) and the same music in Wi-Fi as the winner (different in Mario Kart DS's Grand Prix).
c. Signifies mediocre results (minimal character reactions) and music.
No note signifies losing results (no clapping, character(s) showing a sad expression) and music.
