This one may require some explaining, so bear with me.
''Yoshi's Story'' has two types of enemies named "Flying Shy Guy" (Propeller Heiho). One looks like the traditional Fly Guy but tiny, and the other is this one.<br>
The small kind always flies up into Yoshi's face from off-screen in a formation of four, and if knocked all at once give a reward. This one flies around carrying a fruit, similar to their behavior in SMW2 and other games.<br>
Official guidebooks treat these two interchangeably across languages.<br>
This type's sole other appearances have been in ''Smash Bros.'' In ''Melee'', they fly in food from off-screen. In ''Brawl'', Fly Guys do the same thing.<br>
Also in ''Brawl'', we have the source for the name "Propeller Shy Guy." It's a sticker title, likely because the localizer in charge of that wasn't sure of what to call it.<br>
"Normal" Fly Guys with propellers on their backs appear in ''Yoshi's Woolly World'' (alongside head-top ones) and in unused graphics for ''Super Paper Mario.<br>
Fly Guys with a similar stance also appear in the ''Mario & Luigi'' games when carrying things, most prominently in ''Partners in Time''.<br>
What it ultimately amounts too, is that this design likely stems solely from it looking awkward at that graphical level to be carrying things with their feet (like in SMW2).
