Okay, guys, I am very much convinced that Luigi is overall a silent character just like Mario, and for the most part, he's only a little bit more talkative than Mario. The only games where he really speaks are the ''Mario Galaxy'' games and the first three ''Paper Mario'' games. Other than that, he just speaks like Mario: silent, gibberish, grunts and yells, or not at all.
