Lightning attack at the start of the game[edit]
I hope that this edit is not considered too speculative, but as Lakithunder is functionally identical to this storm cloud, and this storm cloud has, to my knowledge, zero role in the game otherwise, I think it's intended for Lakithunder to be the character responsible. Lakithunder is also the boss of the penultimate world, giving it a bit of "weight" that the guy who attacked the castle is the last boss before Bowser's domain.
It is possible that this was unintentional, but it seems to like the simplest explanation is that they needed an excuse to distract Mario, so they used a later boss who can use storm clouds, rather than Bowser Jr who doesn't have any of these powers.
