The City Set is a room in Luigi's Mansion 3. It is found on the eighth floor of The Last Resort, Paranormal Productions. It is a tiny model of a city block surrounded by water that makes Luigi look giant. On the right side is a dock with 3 boats and on the left side is many shipping containers. There are two billboards that feature a Slinker and Oozer on each. When Morty films Luigi, the blue screen becomes more of the city with the bridge connecting the two destroyed and tiny cars begin to drive around.
The City Set is e blue energy powered fire balls by blowing it back to the Goob. The green fire ball requires both Luigi and Gooigi to blow it back. After the suit is destroyed, the ghost behaves like a regular Goob. Once Luigi defeats the Goob, Morty finishes filming and gives Luigi the elevator button, then heads for the Editing Room.

Luigi battles with a Goob in a fire-breathing monster suit, while Morty films the fight. Luigi must deflect the blue energy powered fire balls by blowing it back to the Goob. The green fire ball requires both Luigi and Gooigi to blow it back. During the battle, the buildings can be destroyed by the fire balls. After the suit is destroyed, the ghost behaves like a regular Goob. Once Luigi defeats the Goob, Morty finishes filming and gives Luigi the ninth floor elevator button, then heads for the Editing Room.
