Dark Bloo Inn has three floors. The first floor contains the lobby, a dining room, a library, and a staircase leading to a storage room. The other two floors each contains three guest rooms. When [[Mario]] and [[Huey]] arrive here, the the hotel staff tell them that strange things are happening, claiming that the hotel is haunted. The hotel is stuck in a time loop, which is being caused by the ghosts of six [[Toad (species)|Toads]], who are troubled in various ways. In order to end the time loop, Mario must help the ghosts so they can attend a tea party in the dining room before the the grandfather clock strikes three. If Mario fails, he gets ejected from the level and the time loop starts over.
After Mario enters the hotel, he is informed by the Toads at the front desk that there is suspicious paranormal activity. Just then, a silent phone call comes at the front desk. Huey and Mario agree to investigate. The hotel is locked in a time loop, and if the clock strikes three, the Tea Party Toads are heard saying "We didn't make it in time..." as fog appears, and Mario is forced out to the world map. When Mario enters the library located north from the lobby, the books come flying off the shelves, except a big orange one; using the [[Paint Hammer]] reveals a Tea Party Toad who is looking for a certain book. The dining room to the left of the lobby is empty, while a Toad is searching for a rare red bird outside. The linen closet is blocked off by three [[Shy Guy]]s. The desk clerk keeps getting calls from room 301, which disturbs him, since there is seemingly no one in there. When Mario enters the room, the furniture starts flying all over the place. When the janitor comes up to clean it, Mario must wait for him to finish then go back in, there will be an object moving back and forth; hitting it with the [[Paint Hammer]] reveals the ghost Toad. He will complain that his sheets need changing. The sheets are in the storage room downstairs, but when Mario goes to get them, he gets attacked by [[Shy Guy]]s. Mario defeats the Shy Guys and takes the sheets to the ghost. After enjoying the new sheets for a few seconds, the ghost goes to the dining room to attend the tea party.
On floor 2, a cart is moving back and forth. Mario can use the Paint Hammer to reveal a Tea Party Toad, who is looking for room 201. To unveil the room, Mario must use [[Cutout]] while at the far left of the room. After talking to the Toad, he checks in his luggage and leaves for a tea party. Room 202 is blocked by an outside force, and after Mario enters room 203, he sees a Shy Guy jump out of the window while holding an [["It"|invisible object]]. Another Tea Party Toad can be revealed, banging on the railing.


Room 302 is the only one occupied by a living Toad. He is trying to read a book, but it's blank due to having its color drained. After Mario restores it color and makes the book readable, it turns out to be a tea recipe book, which the Toad finds boring and gives it to Mario to return to the library. When Mario enters the library, the books all fly off the shelves except for a big orange one, which continues to wiggle. Hitting it with the Paint Hammer reveals a ghost Toad trying to pry it off the shelf. He complains that the library is missing a book that he wants, which turns out to be the tea recipe book. After Mario gives him the book, the ghost heads for the dining room.
On floor 3, room 301 contains overturned furniture. Room 302 has a Toad reading a blank book; after Mario paints it in, it is revealed to be a [[Tea Recipe Book]] and he instructs Mario to bring it to the lobby bookshelf. Finally, room 303 contains another Tea Party Toad and a [[Birdcage]] that Mario can paint in. By going back to the lobby and exiting through the right, Mario enters the birdcage area, at which a [[Koopa Troopa]], [[Shy Guy]], [[Spike]], and [[Shady Sledge Bro]] are admiring the invisible object. The Shady Sledge Bro battles Mario, and after he is defeated, the other enemies run away and surrender the object.


Inside Room 303, there is a birdcage and a ghost Toad standing next to it. After being revealed, the ghost Toad laments that his "red bird" has flown the coop. The birdcage must be repainted and taken to the garden on the right side of the hotel. There is a Toad there trying to catch a bird with some bait. When talked to, he doubts that a bird would just fly into a cage, but then a [[Koopa Paratroopa]] shows up and squeezes into the cage; this is the "red bird" that the ghost was talking about. When Mario returns the "bird" to the ghost, he goes off to join the tea party.
Before Mario re-enters the lobby, he must give the Birdcage to the Toad outside. This causes a [[Koopa Paratroopa]] to fly in, and Mario can collect the [[Caged "Bird"]]. There is a cart in the second floor's hallway that seemingly moves by itself; hitting it with the Paint Hammer reveals a ghost Toad. He is trying to find Room 201, but can't find it. There is just a wall where Room 201 should be, however, cutting it out reveals the door and allows the ghost to access the room. After delivering the luggage, the ghost leaves to join the tea party.
To unlock room 202, Mario has to hammer the bed in room 302, revealing a hole he can jump down. The door to room 202 is blocked from the inside by a crate that can be destroyed with the hammer. Painting near the bed reveals a Tea Party Toad who is searching for his glasses, which are actually on his forehead. After Mario hammers him, knocking down the glasses, he leaves for tea.


Hammering the bed in Room 302 reveals a hole underneath which leads to Room 202. There is a crate behind the door which prevents the room from being accessed from the second floor's hallway until Mario destroys it. There is a ghost Toad feeling around on the floor for his glasses because he can't find them, even though they are actually on his head. Hammering the ghost pushes them down over his eyes and makes him realize his mistake. Afterward, the ghost heads for the dining room.
To find the Tea Party Toad in room 301, Mario must enter and wait for the janitor to appear. After the room is cleaned, he can paint near the telephone receiver to find a Tea Party Toad angrily calling the front desk for new bedsheets; he was the one doing the silent phone calls, but the Toads could not hear him because he is a ghost. To get the [[Fresh Sheets]], Mario must go back to the lobby and enter the linen closet, at which a string of eight Shy Guys are holding on to the sheets. Once they are defeated, he has to return to the room and change the sheets, as the Toad is satisfied and leaves for the tea party.


When Mario enters Room 203, a Shy Guy is seen stealing an invisible object. The ghost in the room starts banging on the balcony railing, upset that "it" has been stolen. Mario finds the Shy Guy in the garden along with some other enemies. A [[Shady Sledge Bro]] challenges Mario to a fight; when he's defeated, the others run away and the Shy Guy relinquishes "it". The ghost Toad joins the tea party after Mario returns "it" to him. If Mario hits "it" with the Paint Hammer, it turns out to be a [[Yoshi (species)|Yoshi]], which if Mario tries to get on, runs away to [[The Emerald Circus]].
With all the Toads in the dining room, a hotel worker notices that their teapot is missing. The front desk Toad searches in a back room for the teapot, but can only find furniture and a purple [[Mini Paint Star]], which he offers to Mario and Huey. Huey notices that the time loop has been broken, and when Mario collects the Mini Paint Star, he unlocks access to [[Plum Park]].


Bringing all six ghosts to the dining room ends the time loop, but they cannot have their tea party yet, because the [[Thing|teapot]] is missing. When Mario asks the desk clerk about it, he searches the employee-only room for it, but he fails to find it. He does, however, find a purple Mini Paint Star, which opens access to Plum Park. It turns out that [[Bowser]]'s minions had stolen the teapot and used it to poison the park's water. Mario retrieves the teapot and brings it back to Dark Bloo Inn, allowing the ghosts to finally have their tea party. Afterward, the ghosts leave for good, returning the hotel to normal. Mario's efforts are rewarded with an increase to the amount of [[Battle Card (Paper Mario: Color Splash)|Battle Cards]] he can use per turn in a battle.
After the Teapot has been recovered from Plum Park, Mario has to use Cutout to insert its card into the painting in the dining room. The Tea Party Toads drink tea and ascend upwards, reappearing in the painting. With the hotel back to normal, the owner thanks Mario and gives him a [[Card Max Up]].
 
Mario can return to the Dark Bloo Inn at any time after returning the teapot. Each room is booked, while the painting remains in the dining room. If Mario talks to the Toad at the front desk, he allows him to rest on the sofa, restoring all of his HP.

With all the Toads in the dining room, a hotel worker notices that their teapot is missing. The front desk Toad searches in a back room for the teapot, but can only find furniture and a purple Mini Paint Star, which he offers to Mario and Huey. Huey notices that the time loop has been broken, and when Mario collects the Mini Paint Star, he unlocks access to Plum Park.

After the Teapot has been recovered from Plum Park, Mario has to use Cutout to insert its card into the painting in the dining room. The Tea Party Toads drink tea and ascend upwards, reappearing in the painting. With the hotel back to normal, the owner thanks Mario and gives him a Card Max Up.

Mario can return to the Dark Bloo Inn at any time after returning the teapot. Each room is booked, while the painting remains in the dining room. If Mario talks to the Toad at the front desk, he allows him to rest on the sofa, restoring all of his HP.
