After you defeat Lee and get the Second-Degree Card, you can fight The master at Toad Town's Dojo.
The Master is a tough opponent, so you might want to buy as many shrooms as possible and some badges as Zap Tap, Dodge Master and HP Plus. He has 50 HP, 6 attack and no defense. Parakarry's Shell Shots works fine on him,
After you defeat The Master you will get the Third-Degree Card. This item proves your bravery and allows you to fight The Master...Again.
