Luigi can get it

If you skip any levels in the normal world (and there are at least a dozen you can), then play them for the first time as Luigi, then this item and the P-Wing can and will appear. I'm going to change both pages, but I figured I should say why first.SidStarkiller 13:43, 28 March 2012 (EDT)
