Inflicting Fast Question

Are we sure this inflicts the Fast status on Mario rather than it simply giving him another turn? Any character inflicted with Fast has a sped up idle animation, and it shows the "2x" status bubble indicating Fast; however, none of those occur when using Rally Wink. I know that not all effects that grant statuses actually show the icon (Ex. Return Postage), but this seems different enough to question.

Additionally, I tested this with cheats: I gave Mario Fast, then made him use 1 turn and used Rally Wink on him. The result was it gave him another turn. Since he was already inflicted with Fast, I'd imagine that using this would have no effect if it did indeed give him Fast, as being inflicted with the same status effect usually only refreshes its turn count.
