I think the Lucky Cat thing really refers to the statue form because the pose resembles, well, a Lucky Cat. According to Iwata Asks and the Cat Mario Show, "Maneki-Neko Mario" (what we have as Golden Statue Mario) is a special form of Cat Mario, basically made as a parallel to Tanooki Mario's now-hidden Statue Mario transformation; however, in Prima's website, the translated "Lucky Cat" Power-Up seems to vaguely refer to the collared cat form, the golden statue, or the Super Bell item.
